    Imperativos demográficos en la planificación del lenguaje

    Resumen
    En el campo de la elaboración de las políticas y la planificación del lenguaje, tendemos a “percibir” a las lenguas en términos monolíticos. Sucede lo mismo con los movimientos de los derechos de las lenguas, los que generalmente tienden de igual manera a centrar su atención sobre aspectos monistas del lenguaje, ya se trate de la lengua A o de la lengua B de la vida diaria, de tal forma que nos vemos constreñidos a identificar las lenguas en términos categóricos como “fuertes” o “débiles”. Pero cuando buscamos en el horizonte un paradigma plurilingüístico, requerimos de una escala de referencia para colocar esas lenguas fuertes y débiles en términos relativos, que respondan de una manera única al espacio-tiempo de la realidad institucional, a saber: acreditación de la lengua por el Estado; aspiraciones identitarias de un discurso comunitario; accesibilidad de una lengua en la comunicación cotidiana.
